First built in 907, or the first year of Later Liang during the Five Dynasties and Ten Kingdoms period (907-979), Kaifeng Fu (Kaifeng Palace) had played a significant role in representing the Northern Song emperors to manage the capital city and its surrounding areas, as evidenced by its imposing architecture. In fact, it is well documented that no other government office structures had such magnificent size than Kaifeng Fu in the Chinese feudal past.
As "The First Government Office" for more than 160 years, Kaifeng Fu was presided over by a number. of princes including the later Emperor Taizong (r.976-997), Zhenzong (r.997-1022) and Qinzong (r.1126-1127), as well as preeminent ministers who were also known for their intellectual accomplishments and military exploits, such as Kou Zhun (961-1023), Bao Zheng (999-1062), Ouyang Xiu (1007-1072), Fan Zhongyan (989-1052), Su Shi (1037-1101), Sima Guang (1019-1086), Su Song (1020-1101), Cai Xiang (1012-1067) and Zong Ze (1059-1128). They built a high reputation for being strict but fair, unfailing rectitude, and clean and effective governance, a clear testament to Chinese political values of "being honest, circumspect and diligent" and "Justice breeds trust." Therefore, Kaifeng Fu had enjoyed popular acclaim for its administrative efficiency, clean governance, and moral integrity.
